The AppDB test report form currently does not have a specific field to list changes made to default winecfg settings. Reporters can, of course, use the extra comments section for this, but many forget or don't bother, and even when they do, the information may be buried amongst a number of comments. This causes confusion amongst users (esp. new ones) who expect an app to work well based on a gold rating, but may not realize that it requires some tweaking.
Adding a separate field would remind reporters to include this information, and highlight it for readers. This field could also be used to automatically restrict platinum ratings to the stated definition of "no changes required in winecfg."

The answers are checked against the rating given; users are prevented from submitting a test report with a Platinum rating if workarounds are reported used, or a Gold rating without specifying the workarounds.

There are some older apps that don't work on modern versions of Windows and therefore can't be expected to work on Wine's default of Windows 7, but run without a problem when the version is manually set to be older—as an example, Tomb Raider 3-4 (the relevant bug being #42175).
I don't disagree with having such a restriction when it comes to DLL overrides, or even when the program works on Windows 7 but not Wine 7; but, if the program works on Windows 95 but not 7 and Wine matches that behaviour, I'm not sure the game doesn't deserve platinum.

We don't. The question for the Workaround field is very clear about that: "Were any workarounds used for problems that do not exist in Windows?"
