In Fedora 30, wine-staging requires mesa-dri-drivers and mesa-dri-drivers.i686. Without this wine may not be able to start some applications giving "libGL error: MESA-LOADER: failed to open i965" error. The files in /usr/lib64/dri and /usr/lib/dri are part of mesa-dri-drivers.x86_64 and mesa-dri-drivers.i686. I think these to packages should become dependencies for winehq-staging and winehq-stable.
