For example, in Windows, if you start an application from the command line, you can run it from a directory different from the one the application is. On the other hand, if you double click on the application icon in the Shell Explorer (or use a shortcut), then it will change directory before starting the application.
If Wine always did the directory change, one could not emulate 1) (which could be a problem for some other applications who may explicitely be started by a parent application from another directory than the one they are in).
