"Related actions -> Clone This Bug" is confusing. Creating bug clones should be discouraged in Wine bugzilla. Have a look at the bug 15211 as an example.

Actually, I use it quite a bit...it's useful for filing several bugs for the same application. Fill out the url/keywords/hardware/version, etc., and adjust the title/summary for each individual bug.

CLone this bug is disabled now I believe. I can't find it anywhere.
I can still see it, so maybe only admins can. I certainly didn't adjust the setting, so either another admin did or the bugzilla upgrade changed it.
