In menu, options, video tab there should be a list of possible resolutions to change, however the list is empty so you can't change anything.
This is with NVIDIA 9600GSO Driver version: 280.13

However during beta testing Sins Rebellion I was able to change resolution, on my nvidia... so some magic combination of overrides fixes the problem. I'm not sure I have the prefix anymore but will investigate further.

Edit rebllion.user.setting by hand. It's just a text file. The two lines are: VideoFullScreenWidth 1920 VideoFullScreenHeight 1080
The other is to enable 'Emulate a Virtual Desktop' with a resolution at least equal to what you want to set. Once you set it and exit the game you should be able to disable the option and have it start in full screen at the resolution you want.

--- Comment #5 from bas@langevelde.nl bas@langevelde.nl --- As Jason mentioned the only thing you can do about this is edit the rebellion.user.setting file. this problem is not caused by wine but by the game itself. 1 think the last thing you could try is updating your game to the 1.82 Beta. For steam right click the game click properties and you should find a beta tab, click beta v.1.82 and it will update to that.
if this doesn't fix it just edit the config file like I do.

my recommendation would be to stick to changing the rebellion.user.setting file.

Just to be clear, the original bug behavior was that no resolutions were displayed at all.
If I understand correctly from your last post, the problem with resolution change not working is also on Windows (so not a wine bug), however if windows reports more resolutions than Wine there still may be something going wrong on the Wine side. Just check with xrandr that the resolutions are even available on Linux.
BTW I don't have the SoaSE media at hand to test but the demo here works fine, i.e. I can see the resolutions reported by xrandr (minus low resolutions like 800x600 which are probably too small) and I can successfully change it.
We should probably close this bug and move the workaround HOWTO into AppDB.
