Based on the fact a NoCD patch works, I assume this is the result of
Safedisc+CDCheck on empires2.exe

Hello folks,

dupe of bug 21147

-> you need a 32-bit WINEPREFIX with 'WinVer' set to 'Windows 2000'

Next time please research Bugzilla more carefully, there are *lots* of hints.
