As F3 is a keybind for "Search next", Shift-F3 would be a nice keybind for "Search prev.". This is an enhancement as this is not windows notepad behaviour (Shift-F3 does nothing).

Windows notepad doesn't have this, Wine one shouldn't either.
Programs are not part of the API, this was talked about on IRC. There is no win32 program using the lack of shift-f3 keybind on notepad...

Wine aims to have replacements for standard Windows applications, not to have "enhanced" versions. And yes, there are programs that depend menu entries layout and hot keys. WONTFIX.

I'm not sure what part of the message you refer to, it's always best to write your opinion instead of sending to some place hoping that other part will find correct part of the puzzle.
Anyway, Wine programs are not aimed to be used as an "integration", there are native applcations for that task. Wine has Windows tools replacements because some Windows applications rely on their existence or functionality.
