can you also apply the attached patch, and try again?
It doesn't seem to help much. The output is only slightly different (there are no err:win32:_CheckNotSysLevel lines and the last line is also different):

I did again a -debugmsg +heap,+relay,+seh log and it seems as if this line is (again) the culpit:
