I read only the first few posts and got the impression that your tooltips aren't showing at all. Reading along down the post I see you have the same issues I have. How do you reproduce "erronous popping tooltips"? I can't seem to provoke it?
I've been trying to explain it in comment #22.
1. Maximize wtlib window or position it closely to the right screen border. 2. Find some link positioned at the left part of the text. Hover it. Tooltip will appear to the right from mouse pointer. 3. Find link in the right part of the text, close to right screen border. Hover it. You will see, that former tooltip will appear, to the right of the mouse pointer, visible only partly, since it goes further than screen border. Then it will quickly disappear and correct tooltip will appear to the left from the pointer.
Since now, last tooltip will appear now and then, even when you are not hovering any link.
