Backtrace
To reproduce: start IE8, press ALT+D to view menu and navigate to "Developer-Tools". While the Window is coming up i get a backtrace of missing function.
Actually urlmon.dll.423 is provided by IE8 installer (urlmon.dll version 8.x.x.x). It's got installed to system32 but builtin used instead. I've tried to switch to native and I've got it stuck with message: --- err:ole:CoCreateInstance apartment not initialised ---

It can't be installed so I just extracted it, and it doesn't complain about the unimplemented function.
