The DCS World updater (DCS_updater.exe) refuses to start under current
wine-devel 10.20, falsely blaming a debugger via an error message box:
> A debugger has been found running in your system.
> Please, unload it from memory and restart your program.

DCS_updater.exe works flawlessly with Debian Trixie's packaged version
wine-10.0 (Debian 10.0~repack-6).

Steps to reproduce:
```sh
mkdir -p ~/.wine_devel/drive_c
cd ~/.wine_devel/drive_c
wget https://cdn.digitalcombatsimulator.com/files/DCS_updater_64bit.zip
unzip DCS_updater_64bit.zip
WINEPREFIX=~/.wine_devel /opt/wine-devel/bin/wine DCS_updater.exe update
```

Confirming this regression.

In wine-10.0 this bug is not present.

This sounds exactly like Bug 58043. Can you try switching to Wine Staging and
setting the Windows version to Windows 11 in winecfg?
