Unimplemented function rpcrt4.dll.I_RpcExceptionFilter affects Bug 7969, Bug
12975 and Bug 14743, usually with an unhandled exception.
It also affects ICQ 6.x during the first run but it's effect is unknown.

That call is present in current version. And even used in tests.
