It should only affect games/installers that truly need WinVer 'Win9x' for whatever reasons (old games that never targeted NT/XP systems).

That (dynamic) registry tree is managed by Win9X configuration manager which maintains a list of active devices under 'HKEY_DYN_DATA\Config Manager\Enum' The items in the list contain values named "HardwareKey" which are the names of keys under 'HKEY_LOCAL_MACHINE\Enum'.
