Is there a link somewhere that lists the problems with the current
architecture, and perhaps gives hints on what the "right" approach to fixing
them would be?

File a separate bug report for every distinct problem. No meta bugs in Wine
bugzilla. So far this bug report is about nothing.

Bugzilla in the place for that (since there is no a particular bug, just
a "feeling" that somethings needs to be changed). Perhaps a wiki?

I very much suspect that this "bug" will collect all kinds of useless
comments like the bug 10495, especially since neither the bug reporter
knows what exactly is the problem, nor the commenters (most likely) do,
and what exactly needs an overhaul.

I'd suggest to reopen this bug only if
1. there is a list of problems with current Wine sound architecture
2. there is a specific proposal what needs to be fixed and how

But once the above information is collected then the bug will no more
be needed, as the specific bug reports for specific bugs are preferred
in Wine bugzilla instead of meta bugs.
