This affects preview in Dreamweaver MX, which previews like this:

trace:process:CreateProcessW app (null) cmdline L""c:\Program Files\Internet
Explorer\iexplore.exe " "C:\foo.com\TMPjksv9pkb.htm""

and fails with a similar error message,
