I enabled the winehq-repo for Fedora 42 but it seems to be empty.

winehq.repo contains following baseurl:

baseurl=https://dl.winehq.org/wine-builds/fedora/42

The files are there. You need the trailing slash in the URL to browse the
directory. https://dl.winehq.org/wine-builds/fedora/42/

Is dnf unable to see the packages?

1.) Thanks for the info with the trailing slash, i had problems listing the
directory since some time now.

2.) dnf is unable to see the packages

neither

dnf repoquery --repo=WineHQ

nor

dnf search winehq

print out any results.

Meanwhile the wine-staging packages are listed within dnf,
but the download of

https://dl.winehq.org/wine-builds/fedora/42/src/wine-staging-10.7-1.1.src.rp...

and

https://dl.winehq.org/wine-builds/fedora/42/x86_64/wine-staging-10.7-1.1.x86...

fail with a timeout.
