with builtin amstream.dll, sierra's SWAT 3 version 2.1 shows a messagebox saying it needs directx at least version 6.1 to run and then it quits. with windows xp native amstream, it dies further down the road

Why set ole32 to native? That seems pretty useless to me. I think you need to register the native amstream before you use it. Try this: copy it from your windowsparttition into system32. Then:
WINEDLLOVERRIDES="amstream=n" regsvr32 amstream.dll
WINEDLLOVERRIDES="amstream=n" wine SWAT.exe (or whatever the executable is called)

No, the demo is fine with regards to the amstream bug. But it suffers from extreme bad performance during mission selection, and gameplay is broken because only a small portion of the screen is rendered.
I will try the full game later after I find it.
