When you start Photoshop Elements 1, it gives you a welcome dialog asking if you want to do a new document, open an existing one, etc. If you choose 'open an existing document', the welcome dialog window is redrawn blank, and nothing happens.

Wine tries to open it as a file URL and fails. Photoshop probably somehow hooks into loading an URL and that doesn't work.
