it's a given option in winecfg; also, if you look at the screenshot I added as 1st attachment, you can guess, that without window border, the virtual wine desktop would completely fill my debian desktop.
It's just cosmetic, but I am certain that I'm not the only one using this function ;)

If the desktop is the same size as your screen it will be fullscreen, and thus without decorations. For other sizes that's up to the window manager, just like any other app.
I think I was not clear in my previous reply, sorry. What I meant is that there is the option in winecfg, thus it should work.
Also, I don't want any windows application to go fullscreen on my desktop, the panel should still be visible. Also, the window borders are not needed for me at least, so disabling them grants me a sligtly higher resolution (aka more user friendly)
If you don't intend to fix this problem, then you should remove the option entirely (but honestly, that would be really annoying...)

The winecfg window decoration option is to replace window manager decorations by win32 decorations for Windows apps, it doesn't apply to the desktop (and if it did, you would get win32 decorations on the desktop too).
It may in the past have had the side effect of completely removing decorations on the desktop, but that was a bug.
Note that many window managers allow you to configure window decorations for specific apps, that's where the feature belongs.
