Hello,
I have Wine 1.1.12 on Ubuntu 8.10. Every time I load any Wine app, the screen flickers, little lines flash back and forth. It stops after the app is fully loaded. It happens with all Wine apps. This did not happen with Wine 1.1.6 on Ubuntu 8.04.

Unfortunately I can't do extensive regression testing because I have a slow, unreliable internet connection.

I tried glxgears, and it doesn't cause any strange symptoms. The Win32 apps that I run are not graphics programs or games that run full screen. Even Notepad and winecfg cause the flashing effect when they load. To be more precise, I was using Wine 1.1.9 on Ubuntu 8.04 and this bug did not exist. I have since upgraded both my OS and Wine to the most current versions.
