One of the problems is that when this section was written when only wine was in cvs but now there are a number of other modules in cvs including Bugzilla and the AppDB. So now Wine is one step down in the directory tree.

Also I do not think we really gain a lot by having the user download a local copy of CVS since it is bloated with these other modules VS doing like in comment #8 From Louis Lenders.
On top of that the instructions in the online documentation give you a local CVS repository that will be out of date very soon. So if an person thinks they will do a fair amount of regression testing in the future these instructions will actually hinder his ability to do so.
The only benifit of a local CVS repository is that it can really speed up regression testing if (and only if) you have a very slow internet connection.
I think an update to these instructions are in order.
