Created a 32bit wine prefix and installed pes 2014 game runs but Can not start the settings. Then I tried to install .net framework 4.0 and give another try same problem can not start the settings.

the game "settings" tool works fine here. The gui is shown and various game settings can be changed/saved.
For testing I downloaded settings.exe and a few dlls from a torrent.
You need to install .NET Framework 4.0 in the WINEPREFIX where the game lives. Make sure you're using a 32-bit prefix (WINEARCH=win32).
If it still doesn't work, start over with a clean (=new) 32-bit WINEPREFIX, install .NET Framework the preferred way: 'winetricks -q dotnet40' and then run the game installer.
Also don't attach strace logs unless explicitly asked for. They are useless in most cases.
$ wine --version wine-1.7.2-206-gdb28efb
(Wine 1.6 will work fine too)

Just How I mentioned I installed 32 bit prefix on ubuntu 13.04 x64 installed dotnet 4.0 from wintricks and installed dx full how ever I can not start settings.

I tried to reproduce it with one of my KVM based Ubuntu 13.04 64-bit guests using stable Wine 1.6 from PPA and it (obviously) works there too.
See attached screenshot from VM as proof.
Either you're still doing some install step wrong or something on your host is broken (packages). Try to reinstall Wine 1.6 from PPA and remove possibly broken WINEPREFIXes.

Thank you for the reply, I will try to reinstall wine but Is there a small chance that I am not getting it to run because of my video drivers I am running nvidia 325 (xorg edgers) which strangely are referred to as opensource drivers in drivers manager.
