Using KDE 3.5.7, I can move the main Steam window by dragging the title bar. However, if I try to do it by holding down the alt key and dragging the window, it would snap back to its original location when I release the mouse.

The only problem I see is that dragging the Steam window with [ALT]+mouse doesn't update it's coordinates? Or is this the bug with mouse position not being synchronized between the processes?

Now I can move it with alt+drag, however I get weird results when I move steam using the title bar. it "jumps" once I'm done moving it, in some cases even leaving the edge of the screen. So slightly different moving issues with the Steam UI
