Installing the codec will make the video play, not sure if this is a valid bug or not. It is like the other Indeo codec bugs where the problem is the not installed codec. One could argue that the codec is installed by default in windows, I don't know, didn't check.

What does make it work is installing native directmusic.

Sadly gstreamer1-libav is not available in a i686 version on Fedora 31

No idea what dmusic is needed for.

Would have to test on Windows if that's to be expected or not. As mentioned before as well, the music in the menu still doesn't work and the menu is poorly renderered, but both should be reported separately.
