kernel32: Use the appropriate Unix locale for GetLocaleInfo when a default LCID is used.

For instance LOCALE_SDATE is looked up in the lcid corresponding to
LC_TIME, LOCALE_IDIGITS in the LC_NUMERIC lcid, etc.
