It is reported as missing on Vista but is available on Windows 7 while rtworkq itself is only available on Windows 8+. So there is no need to load CoGetApartmentType() dynamically. On old CPUs lacking XSAVEC, Windows 8+ does not set AllFeatureSize and AllFeatures.
