Thank you for your interest in Wine! I assume you are familiar with https://wiki.winehq.org/Summer_Of_Code https://wiki.winehq.org/Summer_Of_Code . We will run Outreachy very similarly to GSoC, and the same preconditions apply. Please be aware of the requirement to submit a patch to Wine before the end of the application deadline.
For the Winetest interface I recommend to build Wine and run the tests yourself, and have a look at the existing winetest program and the UI at test.winehq.org http://test.winehq.org/.
