The project admin button seems not to be on the summary page... but if you click on the 'Develop' button from the summary page, the 'Project admin' button would appear, and 'Downloads' is under there. Took me a while to find it... (just release something under a different project a few days ago).

That is maybe because the only rights I have on the site are for the mandriva package. I think sourceforge broke it for the people with minimum rights.
