I think it should be made policy that anything in the comments should be UTF-8.
With a retrofit for all existing comments, or only new ones? (Having both at the same time is a recipe for disaster)
I don't think the same can be done for code yet as gcc and other compilers probably don't support this?
I guess it'd mostly be in people's names in Copyright notices.
The names of the authors are also in AUTHORS and ChangeLog: I guess we should change those as well?
