Bugzilla is not the best place for discussiions, wine-devel is a better one IMHO. Usually the packaging bugs are detected by comparing behaviour of a pre-packaged Wine version with the one built by a user from source. It's a common practice to mark the bugs invalid if there is nothing that could be fixed in Wine to make the bug disappear, and the packaging bugs are of that category. It would be expected that a packager has some bug tracking system already. Or you have some specific bugs in mind that are not clearly the packaging problems?
