That's SIOCGIFCONF.  So it looks like getifaddrs isn't doing anything
different than SIOCGIFCONF, at least on Linux.

Take a look at <linux/sockios.h>

ifconfig -a reports down interfaces.  It may just process /proc/net/dev.
