Besides, on the wine-users alias, new users who install RPMs have no idea there is a config file because the RPMs don't create it for them.
The config file is meant to go ASAP, so that is a good thing. Most users use RPMs and are quite happy with them, and it causes less support hassle.
It may be a redundant feature, but "configure/ make/ make install" is definately not a replacement for "ease of use." ;)
Then as other have said wineinstall should just contain ./configure && make && su -c 'make install'
