It's up to Alexandre whether it goes in or not.

If you were to write such a thing, stick to C, Perl (standard kit only) 
and shell script.

Perhaps extend winecfg to have an "Install" panel that downloaded a list 
of applications known to work with Wine that could also be freely 
downloaded?
