Perhaps version.dll code should use DONT_RESOLVE_DLL_REFERENCES instead of
undesirable LOAD_LIBRARY_AS_DATAFILE?

Will DONT_RESOLVE_DLL_REFERENCES work with built-in dlls somewhere in the future?
