No, it doesn't. It turned out that it's something different that causes a regression, lowering down version of shell32 changes nothing.
It seems that a better solution is to add missing images to shell32. We need at least the following bitmaps to make IE display images on toolbars:
id 230/231 - they are the same with different brightness, 20x20 1 image id 227/228 - they are the same with different brightness, 24x24 6 images id 204/205 - they are the same with different brightness, 24x24 16 images id 214/215 - they are the same with different brightness, 24x24 47 images id 240 - 22x22 50 vertical images (animated windows logo)
