ChangeLog: implement CryptBinaryToStringA and CryptStringToBinaryA based on Kai Blin's base64 encoder/decoder
The Functions are not Present in every crypt_32.dll.
The test will crash on win9x. (The Results from GetProcAddress are not tested)
