I think you should make rpcrt4 a DELAYIMPORT since it should only be 
needed for program that use services.

Also, you have added one or two header files that don't have a copyright 
and LGPL statement at the top, which should probably be fixed before the 
final version (the exception is the one-line files to make the generated 
files appear in the right place).
