Most of the release notes were written by me and I stopped writing them
when I did not have enough time for it. Preparing the release (rebasing
work, testing, building packages) already takes a lot of time. Anyway, I
decided to continue providing release notes, but in a more 	minimalist
way, similar to the development release news. I put the 1.9.18 notes
online, so that you get an idea how they will look in the future.
