Remember the issue where my more-uniforms patch blew the constant limit because the driver encoded scalars as replicated vec4 immvals that still needed a full vec4 uniform for some reason? Was that a driver bug that is fixed in the newer drivers?
I think it's a bug in that specific version of the driver, but haven't heard back from Alexandre.
