I did encounter this test failure before. However, I am not sure this function returns STATUS_GRAPHICS_PRESENT_OCCLUDED on Windows 10 for minimized windows. It succeeds on Windows 10 1607, 1809, 1909, 21H1. Maybe there is a window affecting this test, for example, something like bug 52108.
