If they are the same there's no reason to duplicate them.
Also you should never submit 60 patches in one go; 10-15 is the maximum for a patch series, and that's only if you are absolutely confident that they are correct. Otherwise send only a couple until you are sure to get it right on the first try.

100% seems to be what other FOSS projects are aiming for. There is no way to say SUBLANG_NEUTRAL = SUBLANG_DEFAULT at the moment.
That's just an artifact of how the translation statistics tool works. But Wine will use LANG_ENGLISH SUBLANG_DEFAULT if there is no SUBLANG_NEUTRAL translation. Duplicating unneeded resources makes them prone for bitrotting.
