[tools PATCH] patches: Mention Windows test failures as a cause for 'Test failure' status

The current 'Test failure' description implies (to me, at least) that 
it's only Wine failures that cause the status.  It might be obvious, but 
it seems worth explicitly mentioning that Windows failures can cause it 
as well.
