Perhaps make downloading the file optional. Have the test check for the 
presence of the wav file in a specific location. If it is not present, 
the test is not run, and perhaps a message is printed out mentioning 
where the wav file can be obtained. Then only those who are interested 
in running the test need to bother downloading it.
