Looking at a +file trace, it appears that the program doesn't give a path, or specifically looks for the file in the Navigation directory. If it doesn't give a path, it is a wine issue, and you should file a bug, if it specifically looks for the file in the Navigation directory, then it is a Navigation issue, and you should request the developer(s) to move the install of DAO350.dll to the navigation directory.
I checked on a windows install, and the DAO350.dll is located in Common Files by default. I tried playing around with different methods to get wine to look in common files with no luck, so I'm thinking it's a wine issue. Anyone else care to look?

If installing native dcom fixes it, use wine-ole. (e.g. winetricks dcom98) If in doubt, use wine-misc.

Navigation is a Visual Basic program, using VB methods to load dlls.
Be sure to give the app's home page. If you had mentioned it in this message, I would have tried it out myself...
