Bottom of the column at the left hand side of any page when you're not signed in has a "Login" link under the heading "User Tools". If you click on it you have the option to "Create Profile" under the text entry fields, along with instructions.

I thought that the idea of wiki's was that were meant to be accessible without jumping through hoops, so what's going on?
Because of wiki spam problems, some wikis require that you login before making changes.
