The registry value HKCU\Control Panel\Desktop\ForegroundLockTimeout takes care of that. Setting it to 0 means that programs are allow to steal focus. I think this started with Win2K.
Setting it to a large value (default is 0x30d40) get's you a flashing taskbar icon when a program tries to steal focus.
Well it was 0 on my system for whatever strange reason. It explains now why I had all the time programs popping up in front while I was busy typing something in some application. A very annoying behaviour and I have no idea why someone would want this to be active.

In combination with a dialog loosing focus in such a way you certainly can get into strange situations.
