If you want to run general Windows (eg. existing Windows binaries) then 
you're better off running Wine inside a real emulator such as QEMU.

If you're only planning to run Winelib binaries (eg. compiled by you 
from source code), it can be done without using a CPU emulator.

Either way, it's a significant amount of work.
