Time

Howdy,
Forgive me if this is already known, but I checked the bug list and
didn't see it.

It would seem that when Agent makes a call to get the Wine system
time, it's returned the BIOS time, but not the adjusted time zone.
For example I have set in my KDE environment as the time and as CET
(which is where I am.)  You see that the time that this email was sent
is actually around 15:32 instead of the real 16:32.

Should I submit a bug?
