I think d3d10+ cards do. This is from memory, I'll boot some of my
Windows machines to check.
My evergreen GPU supports Q8W8V8U8 and Q16W16V16U16. The two Nvidia
GPUs I checked (650-something and 460-something) don't support any
signed formats as render targets in d3d9. The refrast doesn't support
them either.
