Fwd: [PATCH] uianimation: Add stub dll

Isira, has explained the functionality of this idl and its related dll.
Its needed for bug# 41369.
I am trying to get the patch in staging to upstream, by checking the
Windows 7 sdk.
I am also splitting and modifying the patches in staging appropriately.
